Federation of Hong Kong Industries (FHKI) today (15 August) officially launched the Hong Kong Q-Mark Halal Scheme (“Q-Halal Mark”). Established in collaboration with the Incorporated Trustees of the Islamic Community Fund of Hong Kong (BOT), the scheme is designed to recognise BOT-certified Halal restaurants that provide high-quality services. This initiative aims to enhance Hong Kong’s Halal-friendly environment and uphold its reputation as one of the “Most Promising Muslim-friendly Destinations”.
FHKI Chairman Anthony Lam announced the launch while speaking at a seminar on the Halal food market at the Food Expo, organized by the Hong Kong Trade Development Council. He confirmed that applications for the “Q-Halal Mark” are open from today. In his speech, Chairman Lam pointed out that with a global Muslim population exceeding two billion—approximately a quarter of the world’s total—and with significant communities in mainland China, ASEAN, and the Middle East, the market represents enormous business potential. He stated, “A crucial part of any marketing strategy, quality service not only adds value to a business but also builds its brand image. Q-Mark has always been a trusted symbol of quality. As the Muslim market is a key source of future visitors and a driver for economic growth, FHKI will continue, through initiatives like the ‘Q-Halal Mark’, to help the business and industrial sectors seize opportunities and enhance their supporting facilities and service quality, and will work alongside the Government to cultivate a Muslim-friendly environment and solidify Hong Kong’s position as a premier international city for business and tourism.”
Chairman Lam expressed his excitement and encouragement at the Kowloon Shangri-La’s announcement that it wishes to become the first applicant. He further urged the Government to expand the scope of the “New Industrialisation Support Scheme” to support small and medium-sized restaurants in acquiring the specialised equipment, utensils, and packaging required for Halal food, thereby transforming the high-potential Halal sector into a new growth point
The BOT Chairman Saeed Uddin said in his speech, “The Islamic Board of Trustees is the only Halal certification body in Hong Kong, serving the local community and Muslim Trust since last 25 years. Our certification process involves rigorous inspection conducted by our qualified Imams to ensure full compliance with Islamic dietary laws. At present we have about 300 halal certificate holders including hotels, restaurants, airline kitchens, theme parks and food factories, including Cathay Pacific Catering, Hong Kong Disneyland, Ocean Park, KFC and many more. Halal is more than a label; it is a way of life. It represents ethical sourcing, cleanliness, human treatment and spiritual mindfulness. We work closely with businesses, Government bodies, and religious scholars.”
The “Q-Halal Mark” aims to commend outstanding Halal restaurants, making it easier for Muslim residents and tourists to identify high-quality options. Any restaurant (including restaurants located in hotels and theme parks) that is certified by the BOT and published on the “List of Halal Certified Restaurants in Hong Kong & Macau” (the “List”) is eligible to apply. For those that currently do not have Halal Certification from the BOT can also apply for the BOT’s Halal Certification and FHKI’s “Q-Halal Mark”. The Hong Kong Q-Mark Council, under FHKI, will evaluate applicants based on criteria including facilities and environment, staff performance, service practices, and customer service levels. The Council will also conduct random inspections to ensure strict adherence to the scheme’s requirements. Restaurants that pass the rigorous assessment will be awarded a “Q-Halal Mark” licence. In addition to accepting applications, FHKI will proactively invite restaurants from the List to participate. The first results are expected to be announced by the end of November.
